On January 20, 2008, Google's Matt Cutts retrieved an old version of his blog post about the difference between do-follow and no follow backlinks. We get a brief history of the differences between the two, as well as some interesting facts about both. 
I wanted to pay tribute, but since I'm no longer in Bing, the link doesn't make sense, and I can't choose and decide whether SEJ allows me to follow or not. If I wrote this blog, there would be a link to the original blog post, not to the new one on the right side of the page. 
If you link to a site that is not in your niche, you cannot use follow, and you should not be able to add a nofollow when you link to that site or any other site.
